This is the United States working paper entitled “Facilitating Airline Access to International Capital Markets” that will be presented at the 37th ICAO Assembly in September 2010.  Attached to the working paper is the third “discussion draft” of a Multilateral Convention on Foreign Investment in Airlines, already posted on this website.

In this working paper, the US would like to suggest to the Assembly to review this important issue in ICAO.  The working paper envisions a request, through the Council, to the Legal Committee and Air Transport Regulation Panel to consider the issue of an appropriate multilateral instrument.
